Abstract: Following a Delphi study among public health professionals across India that identified paucity of public health and managerial skills among district health managers, the Institute of Public Health (IPH) carried out a training needs assessment of district health managers in Karnataka & Orissa, to understand their needs. The findings revealed that the existing training programmes were not comprehensive and many management or public health issues remained unaddressed. Hence, the Swasthya Karnataka, a consortium of 5 non-profit (I am not sure IHMR, C-LAMPS and CGHR are non-profit so use the word Non-government) organizations namely, Karuna Trust, Institute of Public Health, Institute of Health Management and Research , Centre for Leadership and Management in Public services & Centre for Global Health Research. They also receive technical support from their associate partners – the Department of Public Health, Institute of Tropical Medicine, Antwerp, Belgium and the State Institute of Health and Family Welfare. The objective of the programme is to build the capacity of the district health team to enable it to manage the health care in the district in an effective, efficient and equitable manner. The participants are medical and administrative officers at the district and taluk level, the PHC medical officers and staff, and community leaders like panchayat members, District Health Society members. Training will use experiential learning methods and a blended methodology with contact sessions as well as mentoring of participants. A baseline and end line survey of the health facilities will be conducted to see whether there has been any change in the organizational and managerial functioning of the district. It is currently being implemented on a pilot basis in Tumkur since August 2009.
